1. RULES
- The organizer reserves the right not to select any team whose actions or behavior is deemed not to be in the best interest of Tournament.
- All entry fees will be deposited upon receipt. However, the deposit of a team’s entrance fee does not constitute acceptance to the tournament. Each check must accompany with application form where indicate the team name, list of all players name, signature, contact’s name, telephone number and Waiver and Release of Liability.
- Teams who withdraw prior to May 1, 2007 will have their entrance fee refunded. Teams who withdraw between May 1, 2007 and May 31, 2007 will be charged a $150 administrative fee. Teams who withdraw between June 1, 2007 and June 30, 2007 will be charged a $250 administrative fee. Any team that withdraws after June 30 will forfeit its entrance fee.
- Because the tournament is a highly selective and competitive tournament, fulfillment of the application procedures does not guarantee invitation. The selection committee expends considerable effort to verify all application information and select the most competitive teams possible and determines the eligibility. Competitors will be placed in divisions at the discretion of the Tournament Committee.
- All participating players will be required to have signed Medical Release Form and Waiver of Liability.
2. LAWS OF THE GAME
All games shall be played in accordance with FIFA Laws, except as specifically modified by these rules.
3. FORMAT OF THE TORNAMENT
- All teams will be divided into two groups and play in a league competition format, meaning that each team in the same group will play every other team.
- In a group stage, a team that wins a game will collect three points. A team that ties a game will collect one point. A team that loses a game will collect no point.
- The top two teams of each group that collect the most points will make the playoffs.
- In the event of a tie in total points within a group, the tie breaker is "head-to-head" results, then goal differential and then the amount of goals scored.
- The winner of each group will play the runner-up team of the other group in the playoff round.
- There will be two 10 minute overtime periods if there is a tie. There will be penalty kicks to determine the winner if the two teams still tie after the overtime periods.
- The winners of each playoff game will advance to the final game.
- The losers of each playoff game will play for the second runner-up place.
4. DURATIONS OF GAMES
Two 30-minute halves, two 10 minute overtime periods and penalty kicks if required.
All games will be played with a running clock. The referee may stop the clock for serious injuries or other incidents. The referee is the official timekeeper and therefore all decisions regarding game duration are solely at the referee’s discretion and shall not be protested.
5. FIELD CHECK-IN TIME AND FIELD AND GAME EQUIPMENT
- All Games
- Check-in time is 15 minutes prior to the scheduled kick-off.
- Each player on the Official Team Roster must provide identification (driver’s license or passport). Players must wear numbers visible on the back of their uniforms and these numbers shall coincide with those listed on the team’s Official Team Roster.
- Players shall wear shin guards in accordance with FIFA laws.
- No metal cleats will be allowed, and no jewelry will be allowed.
- Hard and soft casts may be worn only with the acceptance and permission of the Referee.
6. PROTESTS
THERE WILL BE NO PROTESTS ALLOWED.
7. SUBSTITUTIONS
FIFA Unlimited Substitutions:
"Unlimited Substitutions" may be used for all games.
Unlimited substitutions will be made with the referee’s permission:
- After a goal has been made;
- At the beginning of the second half of play or prior to the beginning of an overtime period;
- At a goal kick by the team in possession; or
- At a throw-in by the team in possession.
Limited substitutions may be made, with the referee’s permission:
- In case of replacing an injured player.
Under no circumstances may substitutions be made (1) on corner kicks or (2) after the game has ended in a tie and FIFA penalty kicks will be required to determine a winner.
8. CONDUCT
- Players, coaches, and spectators are expected to conduct themselves within the spirit of the LAW as well as the letter of the LAW. Displays of temper or dissent are cause for ejection from the game and the surrounding field area. Repeated violations may result in the suspension of the team from the tournament as decided by the Tournament Director.
- Players, coaches and team officials ejected from a game by the referee shall be ineligible for the next scheduled game.
- It is the responsibility of the team’s coach or the person acting in the coach’s behalf to control the conduct of its parents and other spectators. Failure to do so may result in a warning to the coach or the person acting in the coach’s behalf by the referee. If unacceptable conduct continues, the referee may eject the team’s coach, or the person acting in the coach’s behalf, from the game.
- Smoking and alcoholic beverages are not permitted at any of the field sites.
9. SUSPENSION
- A player who has accumulated two (2) yellow cards in the first round of the tournament will serve 1(one) game suspension.
- A player who is ejected from the game due to either 2 yellow cards or 1 red card in one game, will serve 1 (one) game suspension for the next game automatically.
- The red carded player may serve more than one game suspension depending on the seriousness and nature of the foul committed by that player. The decision will be made at the director’s discretion.
10. FAILURE TO SHOW AND FORFEITS
A team shall be allowed a ten (10) minute grace period after the scheduled kick-off time before the match is considered a forfeit. A minimum of seven (7) players constitutes a team. If seven (7) players are present, the game will not be delayed.
11. INCLEMENT WEATHER
In the event of inclement weather, the Tournament Director or official representative(s) will have the authority to:
- Relocate or reschedule any game(s);
- Change the duration of any game(s);
- Cancel any preliminary game(s);
- Consider any game terminated by game or Tournament Officials after one half of play as official as of the time of termination (and the score stands at time of termination; and
- Determine the format for advancement.
12. GENERAL
- The tournament will do its best to schedule for each team. However, at the Tournament Director’s discretion, the number of games may be reduced and, the tournament is not liable for any expenses and no refunds for the tournament application fees will be given.
- The Tournament Committee’s or their official representative’s interpretation of the rules shall be final pertaining to this Tournament. Tournament Director’s decision is final!
- No items, including raffle tickets, may be sold at Tournament Headquarters, playing fields, or surrounding areas for the duration of the tournament unless specifically sanctioned by the Virginian Tournament Committee.
- Photographs/film/video taken during the tournament may be posted on the tournament website.
